Akron-based &lt;B&gt;&lt;FONT color=#fe0000&gt;FirstEnergy&lt;/B&gt;&lt;/FONT&gt; had wanted to automatically mail two bulbs to every customer and then add a surcharge onto electric bills that exceeded the cost of the bulbs. State offices were flooded with protests. A spokesman for the Ohio Consumers' Counsel says making the bulbs voluntary is a good move. Other components of &lt;B&gt;&lt;FONT color=#fe0000&gt;FirstEnergy&lt;/B&gt;&lt;/FONT&gt;'s new plan include &lt;B&gt;&lt;FONT color=#fe0000&gt;energy&lt;/B&gt;&lt;/FONT&gt;-saving thermostats and incentives for buying &lt;B&gt;&lt;FONT color=#fe0000&gt;energy&lt;/B&gt;&lt;/FONT&gt;-efficient appliances.&lt;/P&gt;

While many council members do not agree with that residency rule decision, they voted to pay Wrenn , who was fired for moving to Poland. The city has re-hired Wrenn as a firefighter. &lt;P&gt;The school board wants to wait until the state makes a determination on its budget before pursuing the issue further. The idea first came up after a 15 year-old student was raped on her way to school.&lt;/P&gt;

Her mother's lawsuit claims PennDOT and various parties involved in development near the road are responsible for a plugged stormwater pipe that backed up, causing the ice. Police found that Miller was driving with twice the legal limit of alcohol in her system, plus enough codeine alone to impair her driving.
